Problems Involving Bulgarians in Public Procurement Procedures in Third Countries

THE MINISTRY OF FINANCE AND THE PUBLIC PROCUREMENT AGENCY inform the BTCIC members about the possibility to report any problems with the participation of Bulgarian persons in public procurement procedures in third countries.

In Directive 2014/2015 / EC of the European Parliament and of the Council of 26 February 2014 on the procurement of contracting entities operating in the water, energy, transport and postal services sectorsand repealing Directive 2004/17 / EC provides that Member States to notify the Commission of general, legal or factual difficulties, encountered and reported by their undertakings when they have tried to receive orders in third countries

In this connection the powers of the Executive Director of the Public Procurement Agency (PPA) is included sending information to the European Commission on legal or factual issues, involving the Bulgarian persons (art. 229, para 3, item 23, b, "b" and "c" of the Public Procurement Act).
